MS-CIT New Center Registration Process

Important Instructions for Applicant Organization (AO)

    1. Applicant Organization (AO) should read all the instructions and process details before applying for MS-CIT Center Registration Process 2023
    2. MKCL has finalized the Open Area list based on the following factors:
      • Existing MKCL Centers presence in that area
      • Existing MKCL Centers business catchment area
      • Business potential of that area
      • Requirement of a specific area
      • Please note that, in some Open Area cases, we have kept the complete City / Town / Tehsil as Open Area. But, we will allow the center at only Specific Locations depending upon the Business Potential of that area. If Applicant Organization applies from a particular City / Town / Tehsil then we will analyze the local business situation and also we will check our existing ALCs location in that area and accordingly we will decide the further course of action. In this case, we will also reject the application if it is not satisfying the required criteria.
      • Please note that, applying from Open Area does not mean that Applicant Organization’s application is considered for further process. We will check the Business Potential of that area with reference to our existing ALCs and accordingly we will accept/reject the application.
    3. Applicant Organization (AO) has to apply for MS-CIT Registration Process (NCR) from Open Area only. (as the Open Area list published by MKCL from time to time).
    4. If AO will apply from any other Area which is not an Open Area (as published by MKCL) then AO’s application will not be considered in any case.
    5. Applicant Organizations (AO) request to add any additional Open Area will not be considered in any condition. MKCL has finalized the Open Area list based on market potential in that specific area.
    6. If Applicant Organization (AO) got MKCL recommendation for the proposed AO location then it does not mean that they become MKCLs Authorized Learning Center (ALC).
    7. MKCL has finalized the Open Area list & their recommendation based on market potential in specific area. MKCL reserves the right to add/edit/delete Open Area from time to time without giving any reason or intimation.
    8. In the case of Educational Institute, AO has to apply with their School/College/Institute name only. Also, they have to mark their actual location in Schools/Colleges/Institute premises only.
    9. If any Applicant Organization (AO) tries to contact directly or indirectly to MKCL by email, letter, telephone, social media, etc. then we will reject the application of that Applicant Organization (AO) without giving any reason. AO should contact the appropriate network partner as allocated by MKCL.
    10. Applicant Organization (AO) has to complete the registration process within schedule as stipulated by MKCL. If any Applicant Organization (AO) will not complete the process within schedule, then we will not consider their application for further process in any case.
    11. It is the responsibility of the Applicant Organization (AO) to visit the portal & log in and keep updated themselves about the process and schedule. Also, AO has to check their email, SMS, and WhatsApp communication on regular basis. MKCL will not make any separate calls to AO to share the schedule and other details.
    12. MKCL will do the communication to AO only on their registered email ID and mobile number.
    13. AO has to attend the Orientation Meeting (Online/Offline) to understand the details of the offerings & processes. Only one person from AO should attend this Orientation Meeting (if the meeting is scheduled in presence). Orientation Meetings will take place at the district/regional level.
    14. AO has to follow the schedule of the OnCeT Examination strictly, if any AO fails to attempt/pass OnCeT Examination then we will not provide any further chance to the candidate.
    15. For OnCeT and the interview process, we may do the recording through CCTV or camera and keep the record for future reference.
    16. OnCeT and Process schedule will be available on the website only. If AO does not receive any mail/communication from MKCL then AO should visit the website for schedule and guidelines. It is the responsibility of the AO to take the schedule from the website and follow it.
    17. If more than one AO has applied from the same location/area then
      1. MKCL will rank the AOs based on Total Score. AO having the highest Total Score will be eligible for further process.
      2. If the Total Score is same then we will apply the following logic:
          • AO having the highest OnCeT score in Learning Facilitator Exam will be eligible for further process.
        1. • If still there is a tie, then AO having the highest OnCeT score in Center Coordinator Exam will be eligible for further process.
        1. • If still, there is a tie then AO having the highest interview score will be eligible for further process.
        1. • If still there is a tie, then AO will be selected through Lucky Draw System.
    1. If the same Learning Facilitator (Faculty) is registered from more than one AO then MKCL will cancel the application of concerned AOs. Also, these AOs will not be eligible for further process.
    2. MKCL will communicate with the eligible AOs to prepare the center setup. If any AO will prepare the setup before our communication then we will not be responsible for any financial or other investment loss.
    3. If an eligible AO’s center setup is not as per the norms specified by MKCL at the time of center visit as per the schedule, then we will reject the application of AO from this process. In this case, MKCL will not be responsible for any financial or other investment loss.
    4. If the location provided by the AO at the time of application is different from the location at the time of center visit, then we will not give the authorization to such AO. In this case also, MKCL will not be responsible for any financial or other investment loss.
    5. Authorization as MS-CIT ALC shall be given subject to completion of all the prescribed procedural formalities and submission of all the requisite documents.
    6. Once MKCL gives final approval for a specific AO to become ALC at a specific location, then that ALC will not be able to change the location for the next 3 consecutive years i.e. No location change is allowed for three years in any condition. Also, Owner change is not allowed for 2 consecutive years in any condition.
    7. If any ALC will change the location within 3 years then that ALC’s Authorization may be cancelled with immediate effect.
    8. MKCL will not refund any amount (such as Processing fee, Registration Fee, Security Deposit, etc.) in case AO become Authorized Learning Center (ALC).
    9. In case AO got rejected in between the MS-CIT New Center Registration Process, then their applicable refund will be processed by March 31, 2023.
    10. Those Applicant Organization (AO) who will become ALC for the year 2023-
      1. • Their authorization will be valid for the period of 1st January 2023 to 31st December 2023, irrespective of the center registration in any month of the year 2022 or 2023.
      1. • Eligible ALC has to apply for renewal for the year 2023 by paying requisite fees as communicated by MKCL from time to time.
      1. • ALC will be able to enroll admissions from January 2023 month onwards.
  1. MKCL reserves the right of granting and/or rejecting authorization to any applicant/s, without assigning any reason/s whatsoever to anyone.

MS-CIT Center Registration Process – 2023

Terms and Conditions for Applicant Organization (AO)

We, Applicant Organization (AO) understand and agree that –

  1. The location of the proposed center shall be fixed only in the specific location as selected by us and the selected location shall not be changed by us anytime during, and after the ‘Network Partner /Center Registration Process. We will not have any objection in case of rejection based on location or any other reason.
  2. To visit the website on regular basis to know about information/guidelines/norms/schedules prescribed by MKCL on the website from time to time.
  3. MKCL will use contact & other details for any promotional or business-related activities.
  4. MKCL reserves the right-
    1. to modify the terms and conditions of the Network Partner /Center Registration Process without any prior notice and MKCL shall not be liable to anyone for any such modification/s;
    2. to discontinue/postpone the Network Partner/Center Registration Process (or any part thereof) with/without prior notice and MKCL shall not be liable to anyone for any such discontinuation/postponement;
    3. of granting and/or rejecting authorization to any applicant/s, without assigning any reason/s whatsoever to anyone.
  5. In case we are granted authorization:
    1. We are responsible for maintaining the confidentiality of the password and login account given by MKCL and fully responsible for all activities that occur thereunder;
    2. We shall abide by the various Rules, Regulations, Code of Conduct, Guidelines, Communications, and Norms issued and specified by MKCL from time to time.
    3. We cannot run any competitive course also we will not do any undercutting in fees or clubbing of courses. If we involve in doing any such malpractice then our authorization will get cancelled/terminated immediately without any prior notice.
  6. All the disputes or differences, if any, before and/or after authorization (if granted) shall be referred to the courts in Pune, which shall be the courts having the jurisdiction to entertain and try the same.

Important Note: If any applicant organization is running competitive courses then such applications will not be considered for processing in MS-CIT New Center Registration Process 2023.

In case of any rejection / incomplete application, MKCL will process the refund to AO (if applicable) in the month of March 2023 only. MKCL will not process the refund during the MS-CIT New Center Registration process before March 2023 month in any condition. AO’s SOLAR Advance Account:

  • AO has to make the payment to MKCL by using their SOLAR Advance Account
  • First AO has to add the requisite amount in their SOLAR Advance Account
  • AO has to keep on checking the amount status in their SOLAR Advance Account
  • During the process or after completion of process if any amount is not utilized through AO’s SOLAR Advance Account then AO can take the refund in their bank account.
  • AO has to follow the SOLAR Advance refund process as mentioned on the website
  • MKCL will process the SOLAR Advance refund to AO (if applicable) in the month of March 2023 only
  • MKCL will not process the SOLAR Advance refund before March 2023.
  • In case any amount is pending in AO’s SOLAR Advance Account and they have not taken the refund on or before March 2023, then MKCL will forfeit such amount without giving any intimation.

Business Potential Area / Open Area

  • MKCL has finalized the Open Area list based on the following factors:
    •  Existing MKCL Centers presence in that area
    •  Existing MKCL Centers business catchment area
    •  Business potential of that area
  • Applicant Organization (AO) can apply for MS-CIT Registration Process (NCR) from Open Area only.
  • If AO will apply from any other Area which is not an Open Area (as published by MKCL) then AO’s application will not be considered in any case.
  • Applicant Organizations (AO) request to add any additional Open Area will not be considered in any condition. MKCL will finalize the Open Area list based on market potential in that specific area.
  • MKCL reserves the right to add/edit/delete the Open Area list at any time during the process without giving any reason.
  • Applicant Organization has to keep on checking the updated Open Area list on www.mkcl.org/register website only. MKCL will not communicate to individual AOs regarding addition/deletion of Open Area in any case through any other communication medium.

  • Registration process will start from October 13, 2022.
  • It will take around 6 weeks to get registered as an MS-CIT Authorized Learning Center (ALC ) based on successful completion of all requisites.

Electrical and LAN wiring should run perpendicular to each other. If they are parallel to each other, then a distance of 2 feet should be maintained between them to avoid interference

MKCL will provide the following licenses to ALCs:

  1. Windows 10 64 Enterprise Edition with Service Pack – 1 Server
  2. Windows 10 Enterprise (32-bit/64-bit) – 10 Clients
  3. MS-Office 2019 (32-bit/64-bit) Standard Edition – 11 (1 Server + 10 clients)

For additional licenses, ALC has to arrange on their own.

ALC has to use Microsoft Licenses provided by MKCL for the courses offered by MKCL only.

  • There will not be any Re-Examination provision/chance for OnCeT for Center Coordinator, Learning Felicitator / Interview.
  • The Center Coordinator has to appear for the OnCeT Examination and Interview within the given schedule only. If any Center Coordinator fails or remains absent for OnCeT and/or Interview then such AO will automatically disqualify from the process
  • Learning Facilitator has to appear for the OnCeT Examination within the given schedule only.
  • The Schedule will be available on the website only. If AO does not receive any mail/communication from MKCL then AO should visit the website for schedule and guidelines. It is the responsibility of the AO to take the schedule from the website and follow it.
  • AO has to clear OnCeT for Center Coordinator, OnCeT for Learning Facilitator, and Interview individually.
  • AO and LF have to bear the traveling cost on their own for coming to OnCeT Examination and Interview process.
  • If the same Center Coordinator is applying and appearing for multiple AOs then such concerned AOs application will be cancelled immediately.
  • If the same Learning Facilitator is applying and appearing for multiple AOs then such concerned AOs application will be cancelled immediately.

1 About Center Coordinator OnCeT:

Online Certification Test (OnCeT) is the certification examination mandatory for the Center Coordinator applying for New Centers for MS-CIT (Maharashtra State Certificate in Information Technology) course.

The objective of this Center Coordinator OnCeT is to understand his/her understandability of MKCL business processes and various MKCL business offerings. Also, we want to understand his marketing approach in view of changing market potential.

The Center Coordinator will be tested on various administrative skills, understanding of MKCL offerings, & marketing skills that are required to be executed and practiced during the conduction of MS-CIT course.

Only one application is allowed for Center Coordinator OnCeT Examination.

2 About Learning Facilitator (Faculty) OnCeT

Online Certification Test (OnCeT) is the certification examination mandatory for the Learning Facilitators applying for New Centers for MS-CIT (Maharashtra State Certificate in Information Technology) course.

The Exam is designed to examine the integral skills and differential skills and competencies of office automation tools. The faculties will be tested on various application software tools, these integral skills are required to be taught and practiced during the conduct of the MS-CIT course.

The Objective of the OnCeT is to offer an intellectually exciting and challenging experience to the Learning Facilitator to apply their integral skills and knowledge of the software tools through a set of integral assignments and thereby ensure their mastery of the subject to bring about overall improvement in quality of academic delivery of the course.

Minimum one and maximum of three applications are allowed for Learning Facilitator OnCeT Examination.
Atleast one Learning Facilitator has to clear the OnCeT Examination and one Center Coordinator has to clear the OnCeT Examination & interview.

Applicant organization (AO) is the activity center that has applied online for the MS-CIT center registration process defined by MKCL.

TP means the Empanelled Training Provider, as described and prescribed by GR no. Ma.TANTRA 3700(132/2000)/TE-3 dated October 03, 2000, and October 13, 2000, empanelled to establish and run the ALCs or the Training Provider empanelled by MKCL as per its norms from time to time.

If a particular Area is divided into several wards then that area comprising all those wards under that particular area is called an Urban/Semi-urban area. Urban/Semi-urban are the areas where you can apply on the basis of your ward number and specific area name where you would like to register for authorization. If any Center location is in Nagar Panchayat / Nagar Parishad / Nagar Palika (Municipal Corporation) / Mahanagar Palika then that center is Semi-Urban / Urban Area type center.

Local Lead Center is appointed and authorized by MKCL as per its norms, for discharging certain responsibilities and carrying out certain activities on its behalf in the assigned geographical jurisdiction.

Regional Lead Center is appointed and authorized by MKCL as per its norms, for overseeing and coordinating the functioning of LLCs within its assigned regional jurisdiction and to discharge certain responsibilities on behalf of MKCL

ALC is an Authorized Learning Center of Maharashtra Knowledge Corporation Ltd which has a configuration as per MKCL’s norms and is authorized to conduct MKCL’s Courses.

Any area other than an Urban/Semi-Urban Area is considered Rural Area. If any Center location is in Gram Panchayat then that center is a Rural Area type center.

By accessing the URL www.mkcl.org/register, you can see the center registration home page. On this home page, you have to click on Apply Online link. Applicant Organization will fill-in the basic details. AO will get Applicant Organization (AO) login and password by clicking on the activation link received in the email.

SOLAR login ID is the ID that will be used to get access to MKCL’s Online Business Management Framework and for submitting the required information. That will be used as the AO login id.

By virtue of getting an Application ID and Password, does not mean that Applicant Organization has got MKCL’s authorization.

While submitting the Expression of Interest (EOI), AO should choose one of the TP from drop-down list.

No, you can select any one Training Provider at the time of EOI submission.

No, once you got TP approval then you can’t change the TP.

Educational Institutions and private institutes from Rural/Semi-Urban/Urban can select MKCL as TP.

When you select your TP from your login; TP will be able to view the list of all AOs who have selected that particular TP. If TP agrees that you have fulfilled all the necessary norms specified by MKCL, TP will recommend you from their login for the further Process. If the application is rejected by the selected TP, then you can re-select the TP once again.

3. Security Deposit**

Security Deposit is the Deposit amount need to pay by AO once he gets shortlisted for center creation based on rating.

  • The Security Deposit amount is nothing but the assurance given by AO for confirmation of 100 (for Urban/Semi-Urban) or 50 (for Rural) MS-CIT admissions.

  • ALC will not be able to apply for a refund of the said security deposit amount through ‘advance refund facility’ of SOLAR.

There is no payment required apart from Security Deposit, Registration fee & OnCeT registration fee.

  • Rs. 5000/- towards Study Material Deposit (Refundable subject to rejection)
  • Rs. 5000/- towards Application Fee (Refundable subject to rejection)
  • Rs. 2500/- towards Marketing Material Kit (Refundable subject to rejection)

Yes, each AO has to pay Security Deposit to get authorization.

Yes, if Applicant Organization is Educational Institute (only for School & College) then there is no need to pay the Security Deposit.

Minimum one and maximum of three applications are allowed for Learning Facilitator OnCeT Examination.

For registration you will have to pay Rs. 250/- (Non-Refundable). AO has to pay this fee at the time of registration fee payment.

No, not required at the time of online application. MKCL will communicate to short-listed Eligible AO to create a Center Setup. Then Only Eligible Applicant Organization (AO) has to create the Center Setup.

Intake capacity is the capacity given by MKCL for registering the no. of learners in a particular batch of MS-CIT Course.
Intake Capacity depends on your computing recourses. AO will have to upload Server & Client details through WORM software. One Client Computer = 16 Learners

MKCL will communicate to short-listed Eligible AO to create a Center Setup. Then Only the Eligible Applicant Organization (AO) has to create the Center Setup with the following guidelines.

Business Plan is the projection/overview of your business including various analysis reports. AO needs to fill business plan in detail and upload the same after becoming Eligible AO.

By the visit of LLC and TP, MKCL ensures that the information furnished by AO is true in all regards.

As mentioned in the process documents, PAN Card is mandatory for the finalization of New Centers in 2023.
However, AOs could upload any of the (mentioned) valid identity documents in the initial application phase. But in the later phase(s), PAN Card is mandatory.

MKCL will decide the eligibility of AO based on the Total Score. The Total Score will be calculated on the basis of the following points:

  • OnCeT Score of Center Coordinator
  • Interview score
  • MKCL will rank the AOs on the basis of Total Score. AO having the highest Total Score will be eligible for further process.
  • If Total Score is the same then AO’ having the highest OnCeT score will be eligible for further process.
  •  Running competitive courses for MS-CIT Course
  •  If you fill in untrue/wrong information, your application may get rejected
  •  If TP does not approve your application on basis of MKCL norms.
  •  If mentioned fees are not paid within the stipulated dates.
  •  If LLC has rejected the application based on the location provided by AO.
  •  If all faculties nominated by you fail in OnCeT Examination.
  •  If your faculty gets less marks in OnCeT as compared to other AO’s applied in respective area faculty.
  •  If you do not submit documents related to address details within the stipulated date to LLC
  •  If you do not prepare setup (Infrastructure and Computing Resource) as per norms set by MKCL
  •  If LLC or TP does not recommend you after their visit to your location based on incompliance with MKCL norms
