Important Instructions for MS-CIT New Center Registration Process 2026 : Phase II
Please read all instructions carefully before applying.
warning Important Note: Competitive Courses & Eligibility
- If any applicant organization is already running competitive courses equivalent to MS-CIT, then such applications will not be considered for MS-CIT New Center Registration Process 2026 : Phase II. If any such case is found at any stage, then such center's application or authorization will be discontinued/terminated immediately without giving any prior notice.
- If any Applicant Organization's Owner or Center Coordinator is directly / indirectly running competitive courses equivalent to MS-CIT, then such application/center will not be considered in any case. If any such case is found at any stage, then such center's application or authorization will be discontinued or terminated immediately without giving any prior notice.
- Applicant Organizations who are previously running any competitive courses equivalent to MS-CIT or involved in any malpractices then such Applicant Organization are not eligible for MS-CIT New Center Registration Process.
- If any previous or existing MS-CIT Center was discontinued or rejected by MKCL due to various malpractice reason, then such Centers will not be allowed to apply for MS-CIT Center Registration Process 2026. If any such Center applied directly or indirectly then MKCL will reject their application without giving any reason.
store Franchisee / Chain Network Conditions
- If Applicant Organization is applying under any Franchisee or chain or similar such type of common brand of network, then following conditions will apply.
- MKCL will check the existing number of ALCs already registered under any Franchisee or chain or similar such type of common brand of network.
- Maximum 10 (Ten) ALCs will be allowed under any Franchisee or chain or similar such type of common brand of network.
- If MKCL has taken any action against any specific Franchisee ALC/AO in past, then will not consider fresh application of any AO under such Franchisee or chain.
- If any of above such case is found at any stage, then such center's application or authorization will be discontinued or terminated immediately without giving any prior notice.
person_off Ownership Transfer
- Please note that MKCL MS-CIT ALC Authorization is non-transferable.
- So, ALC cannot sell or transfer or give the rights of MKCL MS-CIT ALC Authorization to any other Person or Organization.
- That means, if any Applicant Organization becomes ALC then they will not be able to transfer MS-CIT ALC Authorization to any other party under any condition.
- If any ALC directly transfers ownership without informing MKCL then authorization will be discontinued or terminated immediately without giving any prior notice.
location_off Location Change
- Newly created MS-CIT ALC cannot change location in any case.
- If any ALC directly changes location without informing MKCL then authorization will be discontinued or terminated immediately without giving any prior notice. i.e. At least 3 years from date of registration of ALC, they cannot change location under any conditions.
- In very exceptional cases, MKCL may consider location change request subject to completion of minimum 3 years at original approved location.
school Admission Criteria
- MS-CIT ALCs must complete minimum admission criteria in the year 2026.
- For Urban-Semi-Urban Area: Minimum 55 MS-CIT Admissions
- For Rural Area: Minimum 25 MS-CIT Admissions
- All installment confirmed count will be considered for minimum admission criteria.
- MS-CIT Admission to be considered for the year 2026 batches (i.e. MS-CIT October 2026 Exam Event to MS-CIT February 2027 Exam Event)
account_balance Performance Guarantee Amount
- Successfully registered new ALCs through MS-CIT Center Registration Process 2026: Will not be able to use Performance Guarantee Amount for admission or any other purpose in the year 2026.
- Performance Guarantee Amount will be kept with MKCL only as Performance Guarantee Amount.
- If new MS-CIT ALC will not satisfy minimum admission criteria for the year 2026 then such ALCs will not be eligible for renewal for the year 2027 and their Performance Guarantee Amount will be forfeited (not refunded in any situation).
- If new MS-CIT ALC will satisfy admission conditions for the year 2026 then: Such ALCs will be eligible for renewal for the year 2027 and their Performance Guarantee Amount will be carried forward for the year 2027.
Important Instructions for Applicant Organization (AO)
- Applicant Organization (AO) should read all the instructions and process details before applying for MS-CIT Center Registration Process 2026.
- MKCL has finalized the Open Area list based on: Existing MKCL Centers presence in that area, Existing MKCL Centers business catchment area, Business potential of that area, Requirement of a specific area.
- Please note that, in some Open Area cases, we have kept the complete City / Town / Tehsil as Open Area. But we will allow the center at only specific locations depending upon the Business Potential of that area.
- Please note that applying from Open Area does not mean that Applicant Organization's application is considered for further process.
- Applicant Organization (AO) has to apply for MS-CIT Registration Process (NCR) from Open Area only.
- If AO applies from any area which is not an Open Area, then AO's application will not be considered in any case.
- Applicant Organizations (AO) request to add any additional Open Area will not be considered in any condition.
- If Applicant Organization (AO) gets MKCL recommendation for the proposed AO location, then it does not mean that they become MKCL's Authorized Learning Center (ALC).
- MKCL reserves the right to add, edit, or delete Open Areas from time to time without giving any reason or intimation.
- In the case of Educational Institute, AO must apply with their School/College/Institute name only.
- If any Applicant Organization (AO) tries to contact directly or indirectly to MKCL by email, letter, telephone, social media, etc., then we will reject the application.
- Applicant Organization (AO) must complete the registration process within the schedule as stipulated by MKCL.
- It is the responsibility of the Applicant Organization (AO) to visit the portal & log in and keep themselves updated about the process and schedule.
- MKCL will communicate with AO only on their registered email ID and mobile number.
- MKCL may change schedule from time to time or may extend schedule based on situation.

MS-CIT New Center Registration Process 2026 : Phase II
We, Applicant Organization (AO), understand and agree that –
- The proposed center location is fixed as selected by us and shall not be changed at any time during or after the registration process. We will not object to rejection based on location or any other reason.
- We will visit the website regularly for information, guidelines, norms, and schedules prescribed by MKCL from time to time.
- We have gone through all instructions carefully and accept all conditions, processes, and guidelines mentioned on the registration website.
- MKCL may use contact and other details for promotional or business-related activities.
- MKCL reserves the right to:
- Modify terms and conditions of the registration process without prior notice.
- Discontinue or postpone the registration process (or any part thereof) with or without prior notice.
- Grant or reject authorization to any applicant without assigning any reason.
- If authorized:
- We are responsible for maintaining the confidentiality of our MKCL login credentials.
- We shall abide by all Rules, Regulations, Code of Conduct, Guidelines, and Norms issued by MKCL from time to time.
- We will not run any competitive course, undercut fees, or club courses. Violation will result in immediate cancellation.
- All disputes shall be referred to the courts in Pune, which shall have exclusive jurisdiction.
info Critical Terms - Phase II
- Location Lock-In: Once MKCL gives final approval, ALC cannot change location for the next 3 consecutive years. Violation will result in immediate termination.
- Authorization Period: Authorization is valid from July 1, 2026 to December 31, 2026. Renewal required for 2027.
- Competitive Courses: If AO or Owner/Coordinator is running competitive courses equivalent to MS-CIT, authorization will be terminated immediately without notice.
- No Refunds on Termination: In case of termination, discontinuation, or cancellation of authorization, MKCL will not refund any amount.
currency_rupee Refund Policy & Timeline
Rejection Refund Window: In case of rejection during the registration process, applicable refund will be processed between August 15-31, 2026 only.
Processing Fee: Rs. 500/- Processing Fee is non-refundable under all circumstances.
No Refund Scenarios: If AO doesn't comply with schedule or doesn't prepare center setup, MKCL will not refund any amount (Processing Fee, Registration Fee, Performance Guarantee Amount, etc.).
account_balance_wallet Payment & SOLAR Account Terms
- All payments to MKCL must be made through the AO's SOLAR Advance Account (e-Wallet).
- AO can transfer amount via EPI (HDFC), NEFT, or UPS payment methods.
- Transfer/Transaction charges must be borne by AO.
- Any unutilized amount in SOLAR Advance Account can be refunded to AO's registered bank account only.
- No other refund methods: MKCL will not process refunds via cheques, DD, or other means.

MKCL finalizes the Open Area list based on specific market factors. Only AOs applying from Open Areas will be considered.

Open Area Rules
- AOs can apply for MS-CIT Registration Process (NCR) from Open Area only.
- Applications from areas not listed as Open Areas will not be considered in any case.
- Requests to add additional Open Areas will not be considered under any condition.
- Applying from an Open Area does not guarantee the application proceeds further — business potential with reference to existing ALCs will also be evaluated.
- In some cases, even if a complete City/Town/Tehsil is listed as Open Area, centers will only be allowed at specific locations based on business potential.
- MKCL reserves the right to add, edit, or delete the Open Area list at any time without giving any reason.
- AO must keep checking the updated Open Area list at www.mkcl.org/register. No separate communication will be sent to individual AOs.

Who Can Apply?
The following types of Applicant Organizations (AOs) are eligible to apply for MS-CIT New Center Registration Process 2026.
business ALC – Regular (Private Institute)
- Any private individual or organization wishing to establish an MS-CIT Authorized Learning Center.
- Must apply from an Open Area as published by MKCL.
- Must not be running any competitive course equivalent to MS-CIT.
school ALC – Educational Institute
- Schools, Colleges, or Institutes wishing to provide MS-CIT training to their students.
- Must apply with the official School/College/Institute name only.
- Must mark the actual location within the School/College/Institute premises on the map.
- Performance Guarantee Amount: Not Applicable for Educational Institutes.
block Who CANNOT Apply
- Organizations currently running courses equivalent to MS-CIT.
- Organizations whose Centers were previously discontinued or rejected by MKCL due to malpractice.
- Center Coordinators or Learning Facilitators currently working at an existing MS-CIT ALC (not eligible for OnCeT registration).
- Franchisee networks where more than 10 ALCs already exist under the same brand.
location_city Area Definitions
Urban / Semi-Urban Area
Areas divided into wards (Nagar Panchayat / Nagar Parishad / Nagar Palika / Mahanagar Palika). Minimum 120 MS-CIT admissions required per year.
Rural Area
Any area in Gram Panchayat jurisdiction. Minimum 60 MS-CIT admissions required per year.
Registration Schedule
MS-CIT New Center Registration Process 2026 : Phase II starts from May 25, 2026. The entire process takes approximately 5-6 weeks to complete.
⚠️ Important: MKCL may change the schedule from time to time without separate communication. Always check your email, SMS, and portal login for updates.

Documents must be submitted at various stages of the MS-CIT NCR 2026 process. Mandatory items are highlighted. Always check www.mkcl.org/register for the latest list.

Center Setup Guidelines
MKCL will communicate to short-listed Eligible AOs when to create a Center Setup. Only Eligible Applicant Organizations (AO) are required to proceed with setup. Do not invest before receiving MKCL's communication.

Intake capacity is determined by the number of client computers.
Physical Infrastructure Requirements
- Dedicated computer lab space as per MKCL norms.
- Proper electrical wiring — LAN and electrical wiring must be perpendicular (or maintain a 2-foot gap if parallel, to avoid interference).
- CCTV surveillance is compulsory.
- Power backup for all computers is compulsory (UPS or Inverter with Battery; DG Set optional).
- Biometric device (minimum 1) is required.
- Printer and Scanner with minimum 600 dpi resolution.
- LAN: 10/100/1000 Mbps Network Switch or Wi-Fi Access Point (802.11n, 300 Mbps).
warning Important Setup Notes
- Xtenda setup and Thin Client / Virtual Desktop setups are NOT allowed.
- Desktop computers (desk computers) are allowed for client setup.
- The location at the time of center visit must match the location provided during application — mismatches will lead to rejection.
- If the setup is not as per MKCL norms at the time of LLC visit, the application will be rejected. MKCL will not be responsible for any financial or investment loss.
- MKCL will not refund any fees if an AO fails to complete setup within the schedule or tries to occupy a location without completing the process.

wifi LAN & Internet
- LAN: 10/100/1000 Mbps Network Switch — all server and client machines connected. Alternatively: WiFi Access Point (300 Mbps, 802.11n).
- Electrical and LAN wiring must run perpendicular to each other. If parallel, maintain a minimum distance of 2 feet to avoid interference.
- Internet: Minimum 100 Mbps Broadband connection (wired or wireless). All machines must connect to the internet via Internet Connection Sharing or Proxy Server.
verified_user License Policy (Provided by MKCL)
- Windows 10 Enterprise (64-bit) — 1 Server + 10 Clients
- MS Office 2019 (64-bit) Standard Edition — 11 licenses (1 Server + 10 Clients)
For additional licenses, the ALC must arrange independently. MKCL licenses must only be used for MKCL courses.
Registration Fee

info Important Points: Performance Guarantee Amount
- No Use in 2026: Successfully registered new ALCs will NOT be able to use PGA for admission or any other purpose in the year 2026.
- Mandatory Payment: It is compulsory for eligible regular AOs to pay PGA to register as MS-CIT ALC within the schedule.
- PGA Held by MKCL: PGA will be kept with MKCL only as Performance Guarantee Amount. MKCL will NOT pay any interest on this amount.
- Forfeiture if Criteria Not Met: If new MS-CIT ALC fails to satisfy minimum admission criteria in 2026, PGA will be forfeited (not refunded) and ALC cannot renew for 2027.
- Carried Forward if Criteria Met: If admission criteria are satisfied in 2026, PGA will be carried forward to 2027 renewal and retained until ALC is active.
- Refund on Non-Renewal: If ALC willingly does not renew for 2027 after satisfying 2026 criteria, MKCL will refund PGA.
- Educational Institute Exception: Schools & Colleges (Educational Institutes) do NOT need to pay PGA.
currency_rupee MKCL's Fee Only (MFO)
What is MFO? The amount that ALC pays to MKCL when confirming any admission for MKCL courses.
Your Share: ALC keeps the rest of the course fee with themselves as their share. Only the MFO amount goes to MKCL.
assignment Refund Process (In case of Rejection / Incomplete Application)
- Non-Compliance = No Refund: If AO does not comply with process steps within schedule, MKCL will NOT refund Processing Fee, Registration Fee, or PGA in any condition.
- Withdrawal Process: AO must apply for 'Withdrawal' through the CPN process to request refund.
- Refund Calculation: AO will get refundable amount after deduction of Processing Fee and any other requisite amounts.
- Processing through SOLAR: Refundable amount will be processed via SOLAR and refunded to the bank account registered during application.
- Bank Account Verification: AO must ensure bank account details are correct. MKCL will not be responsible for wrong account details or bank rejection.
- Rejection Refund Window: If AO is rejected by MKCL (before ALC code generation), applicable refund will be processed only during August 15-31, 2026.
- Center Setup Forfeiture: If eligible AO doesn't prepare center setup on time, they lose ALL amounts (Processing Fee, Registration Fee, PGA) with no refund.
- Bank Account Only: Refunds go only to the registered bank account. MKCL will not process via cheques, DD, or other means.
- Single Refund Attempt: MKCL will only use the bank account registered at application time. No alternative accounts considered.
- No Refund if Authorized: If AO becomes an Authorized Learning Center (ALC), NO amount will be refunded under any circumstance.
- Bank Rejection Delays: If bank rejects payment, MKCL is not responsible. Refund processing will take additional 1 month with correct bank details.
- UPS Payment Mode Only: Refunds will be processed through UPS (Online payment mode) only.

Payments required: Performance Guarantee Amount, Registration Fee (₹9,500), Processing Fee (₹500), and OnCeT Fees (₹250 per nominee). No other charges.
warning Critical Refund Rules
If you become ALC: No refund of any fees. Rejection window: August 15-31, 2026 only. Default: No refund if you don't comply with schedule.

What is a Training Provider (TP)? expand_more
TP means an Empanelled Training Provider prescribed by GR no. Ma.TANTRA 3700(132/2000)/TE-3, empanelled to establish and run ALCs or as per MKCL's norms from time to time.
What is an Urban / Semi-Urban Area? expand_more
An area divided into wards (Nagar Panchayat / Nagar Parishad / Nagar Palika / Mahanagar Palika). AOs apply based on their ward number and specific area name.
What is a Rural Area? expand_more
Any area other than Urban/Semi-Urban. If a center location is in a Gram Panchayat, it is classified as a Rural Area type center.
What is a Local Lead Center (LLC)? expand_more
LLC is appointed and authorized by MKCL to discharge certain responsibilities and carry out activities on MKCL's behalf within an assigned geographical jurisdiction.
What is a Regional Lead Center (RLC)? expand_more
RLC is appointed and authorized by MKCL to oversee and coordinate the functioning of LLCs within its assigned regional jurisdiction.
What is an Authorized Learning Center (ALC)? expand_more
ALC is an Authorized Learning Center of MKCL with a configuration as per MKCL's norms, authorized to conduct MKCL's courses including MS-CIT.

Visit www.mkcl.org/register and click on "Apply Online". Fill in the basic details. You will receive an AO login and password by clicking the activation link in the email.
What is the SOLAR login ID? expand_more
SOLAR login ID is used to access MKCL's Online Business Management Framework and submit required information. Note: Getting a SOLAR ID does not mean authorization has been granted.

How can I choose my TP? expand_more
While submitting the Expression of Interest (EOI), select one TP from the dropdown list.
Can I select more than one TP? expand_more
No. Only one Training Provider can be selected at the time of EOI submission.
Can I change TP during the process? expand_more
No. Once TP approval is granted, you cannot change the TP. If the TP rejects your application, you may re-select a TP once.
What are the criteria for applying under MKCL as TP? expand_more
Educational Institutions and private institutes from Rural/Semi-Urban/Urban areas can select Parth Knowledge Network Pvt Ltd as TP.

Registration Fee: ₹10,000/-
- ₹6,000 — Study Material Deposit (Refundable on rejection)

OnCeT Fee:
- ₹250 per Learning Facilitator nomination (Non-Refundable)

Are there any hidden charges? expand_more
No. There is no payment required apart from the Performance Guarantee Amount, Registration Fee, and OnCeT Registration Fee.

Do I need to nominate faculties for OnCeT? expand_more
Minimum 1 and maximum 3 applications are allowed for the Learning Facilitator OnCeT Examination.
How many Center Coordinators can I register? expand_more
Only one Center Coordinator can be registered.
What is the OnCeT fee? expand_more
₹250/- per Learning Facilitator (Non-Refundable). ₹250/- for the Center Coordinator (Non-Refundable). This fee must be paid at the time of registration fee payment.

Do I need to show the complete Center Setup at the time of online application? expand_more
No. Setup is not required at the time of online application. MKCL will communicate to short-listed Eligible AOs when they need to create the Center Setup.
What is Intake Capacity? expand_more
Intake Capacity is the number of learners MKCL allows to register per batch of MS-CIT. It depends on the number of client computers. 1 Client Computer = 16 Learners. AO must upload Server & Client details through WORM software.
Can AO use an Xtenda setup? expand_more
No. Xtenda setup and Thin Client setups are not allowed.
What is the purpose of LLC and TP visits? expand_more
By the visit of LLC and TP, MKCL ensures that the information furnished by the AO is true in all regards.

On what basis will MKCL grant authorization if multiple AOs apply from the same area? expand_more
MKCL ranks AOs by Total Score. Tiebreakers in order:
- Highest OnCeT score of Learning Facilitator
- Highest OnCeT score of Center Coordinator
- Highest Interview score
- Lucky Draw System
On what grounds can an application be rejected? expand_more
- Running competitive courses equivalent to MS-CIT
- Incorrect or untrue information in application
- TP does not approve based on MKCL norms
- Fees not paid within stipulated dates
- LLC rejects application based on location
- All nominated faculties fail the OnCeT Examination
- Center setup is not as per MKCL norms at time of visit
- Documents not submitted to LLC within stipulated date
- LLC or TP does not recommend after their visit
*MKCL shall be the final authority for Approval/Rejection. MKCL's decision shall be final.
If I get authorization for 2026, from when can I start registering learners? expand_more
January 01, 2026. Authorization is valid from January 1, 2026 to December 31, 2026.
What is a Business Plan and when do I need it? expand_more
A Business Plan is a projection/overview of your business including various analysis reports. AO must fill in and upload the Business Plan after becoming an Eligible AO, not at the initial application stage.

Is PAN Card compulsory? expand_more
PAN Card is mandatory for finalization. In the initial application phase, any valid identity document may be used. However, PAN Card is required in the later phase(s) and is non-negotiable.
