MS-CIT Center Registration Process
Read all instructions carefully before applying.
warning Critical Disqualification Notices
- Applicant Organizations already running courses equivalent to MS-CIT are ineligible. If discovered at any stage, authorization will be terminated immediately without notice.
- If an AO's Owner or Center Coordinator is directly or indirectly running competitive courses, the application will not be considered in any case.
- Organizations previously involved in malpractices or whose centers were discontinued/rejected by MKCL are not eligible to re-apply.
- Previously discontinued or rejected centers cannot apply directly or indirectly; MKCL will reject without providing any reason.
store Franchisee / Chain Network Rules
- MKCL will check existing ALCs already registered under any franchisee, chain, or common brand network.
- Maximum 10 (Ten) ALCs are allowed under any single franchisee or chain network.
- If MKCL has taken action against any specific franchisee ALC/AO in the past, fresh applications under that network will not be considered.
- Violations found at any stage will lead to immediate discontinuation without prior notice.
person_off Ownership Transfer
- MS-CIT ALC Authorization is non-transferable.
- ALCs cannot sell, transfer, or assign authorization rights to any other person or organization.
- Direct ownership transfer without informing MKCL will result in immediate termination.
- Owner change is not allowed for 2 consecutive years in any condition.
location_off Location Change
- Newly created MS-CIT ALCs cannot change location in any case for at least 2 years.
- Once MKCL gives final approval, no location change is permitted for 3 consecutive years.
- In very exceptional cases, MKCL may consider a change only after completion of minimum 2 years.
school Admission Criteria
- Urban/Semi-Urban: Minimum 120 MS-CIT Admissions
- Rural Area: Minimum 60 MS-CIT Admissions
- All installment-confirmed counts will be considered.
- Batches from MS-CIT April 2026 Exam to MS-CIT February 2027 Exam will be counted.
account_balance Performance Guarantee Amount
- New ALCs cannot use PGA for admission or any other purpose in 2026.
- PGA will be forfeited if minimum admission criteria are not met — no refund in any situation.
- If criteria are satisfied but ALC does not renew for 2027, MKCL will refund PGA.
- MKCL will not pay any interest on the PGA amount.
General Instructions for Applicant Organization (AO)
- Read all instructions and process details before applying for MS-CIT Center Registration Process 2026.
- AOs can only apply from an Open Area as published by MKCL. Applications from non-Open Areas will not be considered in any case.
- Requests to add additional Open Areas will not be considered. MKCL finalizes the list based on market potential.
- MKCL recommendation for a proposed AO location does NOT mean the AO becomes an ALC.
- Educational Institutes must apply with their School/College/Institute name and mark actual location within premises.
- Any AO that contacts MKCL directly (by email, letter, telephone, social media) will have their application rejected without reason. Contact your allocated network partner instead.
- AO must complete all registration steps within the schedule. Incomplete submissions will not be carried forward.
- It is AO's responsibility to visit the portal, check email/SMS, and stay updated. MKCL will NOT make separate calls to share schedules.
- MKCL communicates only via registered email and mobile. If DND is active on the mobile, MKCL is not responsible for undelivered SMS.
- MKCL may change/extend the schedule without separate communication. AO must check email/SMS/portal for updates.
- If more than one AO applies from the same area: ranked by Total Score → highest OnCeT LF score → highest OnCeT CC score → highest Interview score → Lucky Draw.
- The same Learning Facilitator or Center Coordinator registered from more than one AO will result in cancellation of all concerned AOs.
- If a Learning Facilitator or Center Coordinator is already registered from an existing MS-CIT ALC, the new AO application will be cancelled.
- MKCL will communicate when to prepare center setup. Investments made before communication are at AO's own risk.
- Refunds for rejected AOs (if applicable) will be processed only between March 15–31, 2026.
- Authorization for 2026 is valid from January 1 – December 31, 2026. Renewal for 2027 must be applied separately.
- MKCL reserves the right to grant or reject authorization to any applicant without assigning any reason.

MS-CIT Center Registration Process | For Applicant Organization (AO)
We, Applicant Organization (AO), understand and agree that –
- The proposed center location is fixed as selected by us and shall not be changed at any time during or after the registration process. We will not object to rejection based on location or any other reason.
- We will visit the website regularly for information, guidelines, norms, and schedules prescribed by MKCL from time to time.
- We have gone through all instructions carefully and accept all conditions, processes, and guidelines mentioned on the registration website.
- MKCL may use contact and other details for promotional or business-related activities.
- MKCL reserves the right to:
- Modify terms and conditions of the registration process without prior notice.
- Discontinue or postpone the registration process (or any part thereof) with or without prior notice.
- Grant or reject authorization to any applicant without assigning any reason.
- If authorized:
- We are responsible for maintaining the confidentiality of our MKCL login credentials.
- We shall abide by all Rules, Regulations, Code of Conduct, Guidelines, and Norms issued by MKCL from time to time.
- We will not run any competitive course, undercut fees, or club courses. Violation will result in immediate cancellation.
- All disputes shall be referred to the courts in Pune, which shall have exclusive jurisdiction.

- Center Coordinators and Learning Facilitators working at existing ALCs are not eligible to register for OnCeT Examination.
currency_rupee Refund Policy
In case of rejection or incomplete application, MKCL will process the refund to AO (if applicable) in the month of March 15–31, 2026 only. No refund will be processed before this window under any condition.
account_balance_wallet AO's SOLAR Advance Account
- All payments to MKCL must be made through the AO's SOLAR Advance Account.
- AO must first add the requisite amount to their SOLAR Advance Account before proceeding.
- Any unutilized amount in the SOLAR Advance Account can be refunded to the AO's bank account.
- SOLAR Advance refund will be processed by MKCL in March 2026 only.
- Any amount not claimed on or before March 2026 will be forfeited by MKCL without intimation.

Open Area Rules
- AOs can apply for MS-CIT Registration Process (NCR) from Open Area only.
- Applications from areas not listed as Open Areas will not be considered in any case.
- Requests to add additional Open Areas will not be considered under any condition.
- Applying from an Open Area does not guarantee the application proceeds further — business potential with reference to existing ALCs will also be evaluated.
- In some cases, even if a complete City/Town/Tehsil is listed as Open Area, centers will only be allowed at specific locations based on business potential.
- MKCL reserves the right to add, edit, or delete the Open Area list at any time without giving any reason.
- AO must keep checking the updated Open Area list at www.mkcl.org/register. No separate communication will be sent to individual AOs.

Who Can Apply?
The following types of Applicant Organizations (AOs) are eligible to apply for MS-CIT New Center Registration Process 2026.
business ALC – Regular (Private Institute)
- Any private individual or organization wishing to establish an MS-CIT Authorized Learning Center.
- Must apply from an Open Area as published by MKCL.
- Must not be running any competitive course equivalent to MS-CIT.
school ALC – Educational Institute
- Schools, Colleges, or Institutes wishing to provide MS-CIT training to their students.
- Must apply with the official School/College/Institute name only.
- Must mark the actual location within the School/College/Institute premises on the map.
- Performance Guarantee Amount: Not Applicable for Educational Institutes.

- Organizations currently running courses equivalent to MS-CIT.
- Organizations whose Centers were previously discontinued or rejected by MKCL due to malpractice.
- Center Coordinators or Learning Facilitators currently working at an existing MS-CIT ALC (not eligible for OnCeT registration).
- Franchisee networks where more than 10 ALCs already exist under the same brand.

Urban / Semi-Urban Area
Areas divided into wards (Nagar Panchayat / Nagar Parishad / Nagar Palika / Mahanagar Palika). Minimum 120 MS-CIT admissions required per year.
Rural Area
Any area in Gram Panchayat jurisdiction. Minimum 60 MS-CIT admissions required per year.
Registration Schedule
Registration process starts from October 14, 2025. It takes approximately 6 weeks to complete all requisites and get registered as an MS-CIT Authorized Learning Center (ALC).
Note: MKCL may change the schedule from time to time without separate communication. Always check your portal login and email.

Center Setup Guidelines
MKCL will communicate to short-listed Eligible AOs when to create a Center Setup. Only Eligible Applicant Organizations (AO) are required to proceed with setup. Do not invest before receiving MKCL's communication.

Physical Infrastructure Requirements
- Dedicated computer lab space as per MKCL norms.
- Proper electrical wiring — LAN and electrical wiring must be perpendicular (or maintain a 2-foot gap if parallel, to avoid interference).
- CCTV surveillance is compulsory.
- Power backup for all computers is compulsory (UPS or Inverter with Battery; DG Set optional).
- Biometric device (minimum 1) is required.
- Printer and Scanner with minimum 600 dpi resolution.
- LAN: 10/100/1000 Mbps Network Switch or Wi-Fi Access Point (802.11n, 300 Mbps).
warning Important Setup Notes
- Xtenda setup and Thin Client / Virtual Desktop setups are NOT allowed.
- Desktop computers (desk computers) are allowed for client setup.
- The location at the time of center visit must match the location provided during application — mismatches will lead to rejection.
- If the setup is not as per MKCL norms at the time of LLC visit, the application will be rejected. MKCL will not be responsible for any financial or investment loss.
- MKCL will not refund any fees if an AO fails to complete setup within the schedule or tries to occupy a location without completing the process.

What is a Training Provider (TP)? expand_more
TP means an Empanelled Training Provider prescribed by GR no. Ma.TANTRA 3700(132/2000)/TE-3, empanelled to establish and run ALCs or as per MKCL's norms from time to time.

What is the SOLAR login ID? expand_more
SOLAR login ID is used to access MKCL's Online Business Management Framework and submit required information. Note: Getting a SOLAR ID does not mean authorization has been granted.

While submitting the Expression of Interest (EOI), select one TP from the dropdown list.
Can I select more than one TP? expand_more
No. Only one Training Provider can be selected at the time of EOI submission.
Can I change TP during the process? expand_more
No. Once TP approval is granted, you cannot change the TP. If the TP rejects your application, you may re-select a TP once.

Intake Capacity is the number of learners MKCL allows to register per batch of MS-CIT. It depends on the number of client computers. 1 Client Computer = 16 Learners. AO must upload Server & Client details through WORM software.
Can AO use an Xtenda setup? expand_more
No. Xtenda setup and Thin Client setups are not allowed.
What is the purpose of LLC and TP visits? expand_more
By the visit of LLC and TP, MKCL ensures that the information furnished by the AO is true in all regards.

A Business Plan is a projection/overview of your business including various analysis reports. AO must fill in and upload the Business Plan after becoming an Eligible AO, not at the initial application stage.

Is PAN Card compulsory? expand_more
PAN Card is mandatory for finalization. In the initial application phase, any valid identity document may be used. However, PAN Card is required in the later phase(s) and is non-negotiable.
